The webinar will include federal, state, and school-level perspectives. Frank Brogan, Assistant Secretary of the Office of Elementary and Secondary Education, U.S. Department of Education, will provide opening remarks. Mary Ann Gapinski, Director School Health Services, Massachusetts Department of Public Health, will describe the state’s effort to bring Screening, Brief Intervention, and Referral to Treatment (SBIRT) to MA schools and the impact they’ve seen as a result. Dr. Jeff Hawkins, Executive Director, Kentucky Valley Educational Cooperative, will present information on the Cooperative’s efforts to empower and engage staff and students in rural schools as change agents in addressing the opioid crisis. noreply@air.org America/New_York public

Presenter Bios

Frank T. Brogan, U.S. Department of Education

Frank T. Brogan was nominated by President Donald J. Trump to be assistant secretary for elementary and secondary education on Dec. 11, 2017, and he was confirmed by the U.S. Senate on June 25, 2018.

Brogan most recently served as chancellor of Pennsylvania's public universities. He began his career as a fifth-grade teacher in Martin County, Florida, and later served as a dean of students, assistant principal, principal, and superintendent before being elected Florida's commissioner of education in 1994. Brogan continued his advocacy for public education when he was elected to serve as lieutenant governor of Florida in 1998 and 2002. After five years in that role, he was named president of Florida Atlantic University, a position he held until 2009, when he was selected to serve as chancellor of Florida's public universities.

Mary Ann Gapinski, Massachusetts Department of Public Health

Mary Ann Gapinski, MSN, RN, NCSN, is the Director of School Health Services for the Massachusetts Department of Public Health. In this role, she has the responsibility for the overall delivery of school health services, including behavioral health, in the Commonwealth’s private and public schools. She currently serves as the statewide SBIRT in Schools Coordinator. She has been the lead presenter for the National Association of School Nurses professional development programs in behavioral health services for school nurses and is a past President of the National Board for Certification of School Nurses. She is a graduate of the University of Pittsburgh School of Nursing and received her master’s degree from the University of Massachusetts in Amherst and worked as a school nurse in both the middle school and high school settings.

Dr. Jeff Hawkins, Kentucky Valley Educational Cooperative

Dr. Jeff Hawkins is the Executive Director at the Kentucky Valley Educational Cooperative serving twenty-two school districts in eastern Kentucky. Through his leadership, KVEC has been recognized as one of the highest performing educational service agencies in the country and has been awarded three significant USDE awards within the last five years: an Investing in Innovation Award, a Project Prevent Award and a coveted Race to the Top – District Award that led to the development of the Appalachian Renaissance Initiative. The Cooperative is a member of the national Future Ready Initiative, was identified by the congressionally authorized Digital Promise organization as one of six national Education Innovation Clusters, was awarded a Bill and Melinda Gates Foundation grant and this year received a W.K Kellogg Foundation award to launch a nationally recognized project to increase student achievement and community prosperity in eastern Kentucky.

Hawkins is a former teacher, coach, administrator, Artist in Education and Kentucky Distinguished Educator. He serves on several state and national advisory committees and has represented rural educators at the White House on multiple occasions. Hawkins is the co-author of the Perpetuating Excellence in Teaching, Leadership and Learning Framework, was the founding director of the Appalshop’s Appalachian Media Institute and was instrumental in the development of the Appalachian Innovation Collaborative that brings P-20 educators together with state/local government officials, business, local citizens, and multiple stakeholders to focus on positive systems to improve the rural Appalachian Edu-conomy.
